What Makes a Leader? The Impact of Cognitive and Noncognitive Abilities

We estimated the effect of human capital on leadership. Our human capital measures included not only the traditional measures of education and on-the-job learning but also measures of cognitive and noncognitive abilities. The measures of cognitive abilities included numeracy, literacy, and problem solving, and the noncognitive abilities measures included perseverance, openness to learning, and social trust. Our data came from the Programme for the International Assessment of Adult Competencies (PIAAC) survey for the United States. The results indicated that, in addition to education and on-the-job learning, both cognitive and noncognitive abilities were significant and substantial determinants of leadership. More specifically, out of the cognitive abilities, the most important factor was problem-solving ability; and among noncognitive abilities included, perseverance was most important.
